The National Human Rights Commission on Tuesday took cognizance of a complaint by the parents of the December 16 Delhi gangrape victim, regarding the release of the juvenile convict in the case next month. The NHRC issued notices to the Centre and the Delhi government regarding the complaint and sought reports on it within two weeks.
The NHRC said in a statement that the parents of the victim “have submitted that such persons are threat to the life and liberty of the common man”. It added, “There should be a mechanism to keep a strict check on them so that people are not subjected to any risk of being harmed. The complainants have also stated that the rate of recidivism [committing crimes again] is fairly high.”
The parents have requested the NHRC to recommend to the government to prepare a plan to protect the citizens from criminal juveniles post their release and also to strengthen the existing laws on the subject, reported PTI.
The story so far:
- The juvenile was 17 and the youngest of six men who raped and tortured the 23-year-old medical student on a moving bus in Delhi in December 2012. She died 13 days later in a hospital in Singapore where she had been taken for treatment by the government.
- Four of the six convicts have been sentenced to death, while one committed suicide in prison.
