It is a familiar script. Every year, around June and July, the clouds gather over Mumbai and unload tremendous amounts of water on the city. Underpasses floods, newly redone roads develop giant craters and the trains come to a standstill, if only for a few hours. Everyone complains on Twitter, a few people speak about the “spirit of Mumbai” and others dismiss the idea. And then things return to the way there were before.
But why does this happen over and over again? The video above gives you some idea of the structural reasons for this, but can those be fixed?
