Russian athletes have been banned from the upcoming Paralympics in Rio de Janeiro, after the International Paralympic Committee opened suspension proceedings, following a report that detailed a state-sponsored doping programme in the country.
"The anti-doping system in Russia is broken, corrupted and entirely compromised," said IPC president Sir Philip Craven, according to BBC. "The Russian Paralympic Committee are unable to ensure compliance with and enforcement of the IPC anti-doping code and the world anti-doping code within their own national jurisdiction and they can not fulfil its fundamental obligation as an IPC member."
The McLaren report, commissioned by the World Anti-Doping Agency and published in July, found that Russia had operated a state-sponsored doping programme from 2011 across several summer and winter Olympics sports.
However, the Russian Paralympic Committee will appeal against the decision at the Court of Arbitration for Sport.
The IPC's decision comes as a departure from the International Olympic Committee who decided to allow Russian athletes to participate in the ongoing Olympics in Rio on a case-by-case basis.
