A report prepared by the National Security Guard has said public support in parts of the country is encouraging terrorists and insurgent activities, PTI reported on Monday. The report, which studied bombing cases across the country and collated information from April to June, also highlighted the issue of explosives made at ordnance factories – which function under the Ministry of Defence – being illegally sourced and used by terrorists.

According to PTI, the report states, “Analysis of the data by the National Bomb Data Centre shows that the public was the prime target of the terrorists/militants/insurgents. Until and unless the public support to anti-national elements stops, the acts of terrorism will continue. Sincere efforts are required to mitigate the Improvised Explosive Device menace.”

The document did not specify the nature of the support being given to the terrorists. The report prepared by the NBDC, which operates out of Manesar, said, "In some incidents, Chinese-made grenades were also used by militants of Jammu and Kashmir."

The document showed a one per cent rise in bombings during the second quarter of 2016 compared with the previous year. It said. "There was a 16% decrease in the number of casualties that took place in blast incidents in the second quarter of 2016 vis-a-vis same period last year.”
