About three years ago, PC Zosangzuala was hired by an Indian government programme which supports India's middle schools – Rashtriya Madhyamik Shiksha Abhiyan. In April, he and 365 others were laid off.

Over the past three months, Scroll has repeatedly alluded to the financial crisis in Mizoram. Our first story flagged the delays in payment of wages to forest guards. Another story described how funding delays were destroying the state's anti-AIDS programme. A third story started by saying that similar delays afflict the state health programme, education, even the village roads programme, and then went on to examine the reasons for such delays. The latest story in this series, published earlier this week, says that this mess is all set to deepen – and that the 14th finance commission is partly to blame.
